Factional warfare: Issue letters of Marqui (sp?)
Basicaly it means that If I get a letter of Marqui from the Caldari Navy, it is open season on Gallente in Caldari low sec. Because The minitar are allies of the Gallente, reduce the sec status hits.
Do away with concord. No more global sec status, make it local. Caldari Space is patroled by the Caldari Navy, Gallente by the Galente Navy ect. The individual Navies pick up where Concord left off, in high sec space, in low sec, Players can work to extend there Empires influence there, eventually even raising the sec status by a combination of PvP kills ( minor) and anti rat Pirate work ( major). If work is extremly succusful by the players, you can even claim some previous 0.0 space into .1 space. Why would players try to undertake such a massive undertaking? the NPC rats switch to the higher sec status, the sentry guns go in, but the ore stays there.
Every Organized group of individuals, weather they be a band, tribe, cheiftan, Nation, or empire strives for one thing. Stabilty, peace , and advancement of wealth, a lot of times at others expense.
A great book on this, and why it happens, is "Guns Germs, and Steel" by Jared Diamond. A particular interesting quote from the book is "In traditional New Guinea society, if a New Guiean happened to encounter an unfamiliar New Guinean while both were away from their respective villages, the two engaged in a long discussion of their relatives, in an attempt to establish some relationship, and hence some reason why the two should not attempt to kill each other." Sounds like 0.0 to me 
So what we have happening is this:
Concord is no more, the individual Navies take over security for ther own sytems
Get a letter of Marqui " must have a high state standing
with this letter of Marqui, be able to KOS enemies of the state, i.e. no Gallente in Caldari space, or people with exceptionaly low Caldari faction.
each empire has there own unique trait to help them win the war
Gallente = Massive production benifits, Gallente ships and faction modules (tech 3 anyone) have 10% reduced build times i.e. the States in WWII, we built liberty ships faster than the Germans could make torpedos to sink them
Amarr: zealotry, gang bonuses froma an Amarrian get a 50% bonus to all Ammarians in a gang. % resist bonus. think japanese, or heavan forbid turks, who loved to be surrounded in the Korean war because that means that they could attack in any direction and kill people. 
Minitar: the "Never again" Isreali Mentality, when inside Minitar space, a 10% offensive and defensive Bonus. i.e. 5% more base resist, 5% more hp, 5% more speed, and 5% more damage.
Caldari "for God and Country" mentality. 10% more base resit, and 10% more hp.
0.0 alliances. can choose between those or "Badd@$$" Viking mentality. 10% faster warp speeds, 5% damage output.
I know the Gallente sounds sounds worse than any other at first, but remeber, they will be the only ones that will be able to manufacture there own faction mods, which are usually tech II quality or slightly better, and lower fitting/skill reqs. these manufacture ones can only be fitted on Gallente ships by players who are working for the Gallente Navy, if they fly these ships after they give up there letter of Marqui, or sell it, they just stole goverment property, and that ship, and they are now KOS by all Gallente forces.
